BCA acts as the Disaster Inventory Coordinators for the independent blood centers, while working with America's Blood Centers on the AABB Interorganizational Task Force on Domestic Disasters and Acts of Terrorism. The task force was formed in 2002 to assist HHS in coordinating the national response to both military and civilian blood supply-related issues that may arise during disasters and acts of terrorism.

Members of the task force include AdvaMed, American Association of Tissue Banks, American Hospital Association, American Red Cross, College of American Pathologies, National Marrow Donor Program, and the Plasma Protein Therapeutics Association. Liaisons from the following government agencies also participate in task force discussions: Armed Services Blood Program and the US Department of Health and Human Services, which includes the Centers for Disease Control and Prevention, and the Food and Drug Administration.

An Operations Handbook was created to assist blood centers in preparing for and responding to future disasters and acts of terrorism that affect the blood supply.
